There is considerable confusion surrounding the so-called “25% roofing rule” in New Jersey, particularly when property owners are trying to determine whether a roof can be repaired or must be completely replaced.

The important distinction: New Jersey does not have a universal rule stating that if more than 25% of a roof needs repair, the entire roof must automatically be replaced.

New Jersey did historically use a “25/50% rule,” but those percentages referred to the cost of rehabilitation work compared with the value of the building—not the percentage of the roof being repaired. That system was replaced when New Jersey adopted its Rehabilitation Subcode.

Whether a roof should be repaired or replaced depends on the building type, scope of work, condition of the existing roofing system, structural conditions, and applicable state and local requirements—not simply an arbitrary percentage.

If you have been told that New Jersey law requires your entire roof to be replaced because more than 25% needs repair, it is worth understanding what the current regulations actually say before making such a significant investment.
